The "Action Plan for Effectively Reducing Logistics Costs for the Whole Society" issued by the General Office of the CPC Central Committee and the General Office of the State Council deploys measures to effectively reduce logistics costs from a global and strategic perspective. As the first central document in the field of modern logistics in China, the "Action Plan" is of milestone significance for the high-quality development of the entire logistics industry.
Logistics connects production and consumption and is an important part of the modern industrial system. Effectively reducing logistics costs for the whole society is an important measure to support the development of the real economy and stabilize national economic growth. It is also a crucial foundation for smooth domestic circulation and the dual circulation of domestic and international markets, as well as an important task to enhance China's comprehensive competitiveness and promote Chinese-style modernization.
Since the 18th National Congress of the Communist Party of China, the level of social logistics costs in our country has generally maintained a downward trend, with the ratio of total social logistics costs to GDP decreasing from 18% in 2012 to 14.4% in 2023. However, there is still considerable room for reducing logistics costs in our society. The "Action Plan" proposes that by 2027, the ratio of total social logistics costs to GDP should strive to be reduced to around 13.5%.
Deepening institutional and mechanism reforms is key to effectively reducing logistics costs for the whole society. The "Action Plan" focuses on deep-seated issues in key areas such as railway freight, road freight, and logistics information data, proposing a series of reform and innovation measures. It aims to continuously accelerate the transformation of railway freight to railway logistics, promote the large-scale and standardized development of road freight, optimize urban freight networks, and simultaneously advance the open, interconnected, and shared logistics information, thereby injecting strong momentum into effectively reducing logistics costs for the whole society.
Promoting the integrated development of industrial and supply chains is an important task for effectively reducing logistics costs for the whole society. A key prerequisite for effectively reducing logistics costs is to maintain a basically stable proportion of manufacturing. Given the relatively high proportion of manufacturing in our country, it is necessary to deepen the integrated development of industrial and supply chains and achieve cost reduction through collaborative innovation between logistics and related industries. The construction of the commercial circulation system should play a role in connecting the industrial and supply chains, accelerating the transformation of traditional logistics services to supply chain services.
Building a modern logistics system is the core goal of effectively reducing logistics costs for the whole society. A modern logistics system means a high level of efficient logistics organization and high-quality service supply, and it is also an important aspect of accelerating supply-side structural reform in the logistics field. It is necessary to follow the trend of economies of scale in logistics networks, closely adhere to the requirements of the modern logistics operation system of "channels + hubs + networks," and leverage the role of national logistics hubs as carriers and platforms in gathering elements and integrating supply chains, comprehensively optimizing productivity layout and promoting the reduction of logistics costs.
Effectively reducing logistics costs for the whole society is not simply about lowering transportation costs, nor is it about compressing the reasonable profits of logistics companies, and it certainly should not affect the income of logistics practitioners. Instead, it is about coordinating the reduction of logistics costs with the high-quality development of modern logistics. Through structural adjustments and promoting reforms, we can optimize the allocation of logistics resources across society, strengthen the collaborative connection of various links in logistics, and comprehensively enhance the operational efficiency of the logistics system, achieving as much economic output as possible with as little logistics expenditure as possible, providing strong support for accelerating the promotion of Chinese-style modernization.
