Notice from the Ministry of Transport, Ministry of Public Security, and Ministry of Commerce on the issuance of the "Management Measures for Urban Green Freight Distribution Demonstration Projects" (Jiao Yun Fa [2022] No. 32) to the transportation departments (bureaus, committees) of provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps: The "Management Measures for Urban Green Freight Distribution Demonstration Projects" are hereby issued to you for compliance.

Management Measures for Urban Green Freight Distribution Demonstration Projects
Chapter One General Principles
Article 1 In order to accelerate the green and low-carbon development of urban freight distribution systems, further strengthen the standardization and institutionalization of the management of urban green freight distribution demonstration projects, ensure the strong and orderly advancement of demonstration project construction, continuously improve the development level of urban green freight distribution, and better serve the implementation of national strategies such as accelerating the construction of a strong transportation country, these measures are formulated.
Article 2 These measures apply to the declaration, organization, implementation, acceptance, naming, and dynamic evaluation of urban green freight distribution demonstration projects. The urban green freight distribution demonstration project referred to in the previous paragraph refers to the urban green freight distribution demonstration project that has been reviewed and approved by the Ministry of Transport, Ministry of Public Security, and Ministry of Commerce in accordance with procedures and jointly issued.
Article 3 The construction of demonstration projects should follow the principles of openness, fairness, and justice, and comprehensively carry out the management work of demonstration projects.
Article 4 The creation of demonstration projects is primarily undertaken by the municipal people's government (hereinafter referred to as the creating city), and the creation period is generally 3 years.
Chapter Two Application Process
Article 5 The Ministry of Transport, in conjunction with the Ministry of Public Security and the Ministry of Commerce, focuses on accelerating the construction of a strong transportation country, achieving carbon peak and carbon neutrality goals, and new urbanization construction, and combines the promotion of urban green freight distribution related planning and policy task deployment. According to the actual development of the industry, a notice for the application of demonstration projects will be issued, clarifying overall requirements, application conditions, support directions, work arrangements, etc.
Article 6 The cities applying for demonstration projects should generally meet the following conditions: (1) City scale. Prefecture-level cities and above, with priority given to municipalities directly under the Central Government, provincial capital cities, and cities with separate planning. (2) Logistics infrastructure. Good infrastructure conditions such as logistics hubs, high level of information technology, strong logistics demand, and great development potential in key areas such as urban distribution, drop-and-pull transportation, and cold chain logistics. (3) Policy environment. The municipal people's government and relevant management departments have specific and clear support policies regarding the construction of urban freight distribution infrastructure, convenient traffic policies, and the promotion of new energy and clean energy vehicles.
Article 7 Provincial-level transportation authorities, in conjunction with public security and commerce authorities, organize relevant cities in the province (region, city) to apply. Municipal people's governments that meet the application conditions should prepare implementation plans for demonstration projects (hereinafter referred to as the "Implementation Plan", specific requirements are in Attachment 1) based on the characteristics of urban development and submit them to the provincial-level transportation authorities, with copies sent to the provincial-level public security and commerce authorities.
Article 8 Provincial-level transportation authorities should, in conjunction with public security and commerce authorities, review the application materials of the cities and form a review report. Based on the application conditions and requirements, they should determine the list of recommended application cities and their priority order, and submit the list of application cities, review report, and application materials to the Ministry of Transport, Ministry of Public Security, and Ministry of Commerce as required.
Article 9 The Ministry of Transport, in conjunction with the Ministry of Public Security and the Ministry of Commerce, should organize experts to conduct a comprehensive evaluation of the review report and the application materials of the cities, and after public announcement, publish the list of cities creating demonstration projects according to procedures.
Chapter Three Organization and Implementation
Article 10 Provincial-level transportation authorities should, in conjunction with public security and commerce authorities, organize the cities creating demonstration projects in their jurisdiction to revise and officially issue the "Implementation Plan" based on the opinions of the departmental review, and submit it to the Ministry of Transport for record.
Article 11 The creating cities should carry out the creation according to the relevant contents determined in the filed "Implementation Plan", refine construction tasks, clarify the project carriers for each task, scientifically formulate work progress plans, and implement responsibility division and guarantee measures. The creating cities bear the main responsibility for the completion of the creation tasks and the implementation effects, and carry out data submission, self-inspection, evaluation, and other work according to the relevant management requirements of the demonstration projects.
Article 12 The creation work should strive for the support of the municipal people's government and establish a collaborative working mechanism among transportation, public security, commerce, and other relevant departments to regularly study and deploy the creation work of demonstration projects. It is encouraged to establish an assessment mechanism for the creation work of demonstration projects, incorporating the completion of creation tasks and results into the annual performance assessment of the municipal people's government.
Article 13 The creating cities should carry out self-inspection and evaluation work. Self-inspection and evaluation should be conducted once a year, self-assessing and scoring against the "Performance Assessment Scoring Rules for Urban Green Freight Distribution Demonstration Projects", and preparing a summary report of the demonstration project (specific requirements are in Attachment 2) for review by the provincial-level transportation, public security, and commerce authorities.
Article 14 Provincial-level transportation authorities should, in conjunction with public security and commerce authorities, strengthen tracking supervision and performance evaluation of the creating cities, regularly carry out concentrated supervision, and conduct on-site inspections based on the materials submitted by the creating cities, further improve the summary report of the demonstration project, and submit it along with relevant planning, policy documents, standards, typical cases, innovative achievements, etc., compiled or published for promoting the development of urban green freight distribution in the province, to the Ministry of Transport, Ministry of Public Security, and Ministry of Commerce by the end of February of the following year.
Article 15 The Ministry of Transport, in conjunction with the Ministry of Public Security and the Ministry of Commerce, should timely organize experts to conduct key spot checks and performance evaluations of the construction of demonstration projects.
Article 16 For objective factors such as force majeure or significant changes in the market environment that necessitate changes to the implementation content, assessment indicators, implementation period, etc., of the demonstration projects, detailed reasons should be provided, and after approval by the provincial-level transportation, public security, and commerce authorities, submitted to the Ministry of Transport for record. The written change application should include: (1) The content of the change; (2) The reason for the change; (3) A commitment that the change will not affect the originally planned demonstration effect.
Article 17 The Ministry of Transport, Ministry of Public Security, and Ministry of Commerce should strengthen departmental coordination and policy promotion according to their respective responsibilities to support the construction of demonstration projects. Transportation authorities at all levels should actively strive for financial support from provincial and municipal levels, increasing support for the purchase and operation of new energy vehicles, construction of distribution nodes, promotion and application of advanced organizational models, construction of public information platforms, and management of last-mile delivery vehicles in demonstration projects.
Article 18 Transportation authorities at all levels should, in conjunction with public security and commerce authorities, increase publicity efforts for the creation of demonstration projects, fully utilize various means such as the internet, newspapers, television, and radio to publicize the progress and construction achievements of the demonstration project creation work, and actively create a public opinion atmosphere that supports the creation work and reflects the creation results.
Chapter Four Acceptance and Naming
Article 19 After the creation period ends, demonstration projects that have completed the objectives and tasks specified in the "Implementation Plan" may apply for acceptance.
Article 20: The Ministry of Transport, in conjunction with the Ministry of Public Security and the Ministry of Commerce, shall formulate acceptance plans and assessment indicators for demonstration projects, and organize experts to conduct acceptance for the demonstration projects that apply for acceptance. The acceptance work shall be carried out according to the procedures of "city self-assessment, provincial review, and ministerial acceptance." (1) City self-assessment. The creating city shall conduct a self-inspection and evaluation against the "Implementation Plan". If the evaluation meets the acceptance conditions, it shall submit an acceptance application to the provincial transportation, public security, and commerce authorities, along with an acceptance application report (specific requirements are in Attachment 3); if the self-assessment does not meet the acceptance standards, an extension of acceptance should be applied for. (2) Provincial review. The provincial transportation authorities shall, in conjunction with the public security and commerce authorities, review the acceptance application report submitted by the creating city through material review and on-site inspections. If the review finds that the acceptance standards are met, a recommendation opinion shall be formed and reported to the Ministry of Transport, the Ministry of Public Security, and the Ministry of Commerce; if the acceptance standards are not met, the creating city shall be urged to rectify, and if an extension is necessary, the extension procedures shall be handled in a timely manner. (3) Ministerial acceptance. The Ministry of Transport, in conjunction with the Ministry of Public Security and the Ministry of Commerce, shall organize experts to conduct on-site acceptance in the creating city according to the acceptance work procedures, carry out quantitative scoring, and form acceptance opinions.
Article 21: The Ministry of Transport, in conjunction with the Ministry of Public Security and the Ministry of Commerce, shall publicly announce the demonstration projects that have passed acceptance. Based on the opinions and suggestions received during the public announcement period, experts shall be organized to review and confirm the acceptance results, and jointly announce the list of cities that have successfully created demonstration projects, awarding the title of "National Green Freight Distribution Demonstration City" (hereinafter referred to as demonstration city). Demonstration cities shall enjoy reward policies according to relevant requirements. For demonstration projects that do not pass acceptance, the Ministry of Transport shall lead the feedback on the reasons for not passing, propose rectification requirements, and grant a one-year extension period for creation. Before the expiration, the creating city shall apply for acceptance according to the procedures. If acceptance is still not passed, the qualification for creation shall be canceled. If any of the following situations occur, the qualification for creation shall be directly canceled: (1) The acceptance documents, materials, and data provided are not true. (2) Major adjustments to the implementation content of the demonstration project are made without approval, resulting in the demonstration project no longer meeting the original creation goals and demonstration effects.
Article 22: Demonstration projects that have their creation qualifications canceled shall not enjoy the relevant ministerial policies for demonstration projects and shall not carry out work under the name of demonstration projects.
Chapter 5: Dynamic Evaluation
Article 23: Starting from the year after the title is obtained, the Ministry of Transport, in conjunction with the Ministry of Public Security and the Ministry of Commerce, shall organize dynamic evaluation work for demonstration cities according to the principles of "unchanged direction, unchanged intensity, and unchanged standards" and the requirement of "evaluation every three years." During the dynamic evaluation period, the provincial transportation authorities shall, in conjunction with the public security and commerce authorities, continuously carry out tracking and supervision work, organizing demonstration cities to conduct annual evaluation work.
Article 24: Dynamic evaluation work shall be conducted every three years, following the procedures of "city self-assessment, provincial preliminary review, and ministerial evaluation." (1) City self-assessment. Demonstration cities shall summarize the work situation during the dynamic evaluation period according to relevant requirements and form a self-assessment report (report format refers to Attachment 3) to be submitted to the provincial transportation, public security, and commerce authorities before the end of June of each dynamic evaluation period. (2) Provincial preliminary review. The provincial transportation authorities shall, in conjunction with the public security and commerce authorities, conduct a preliminary review of the self-assessment report of the demonstration city, and submit the reviewed self-assessment report to the Ministry of Transport, the Ministry of Public Security, and the Ministry of Commerce before the end of August of the evaluation period. (3) Ministerial evaluation. The Ministry of Transport, in conjunction with the Ministry of Public Security and the Ministry of Commerce, shall form evaluation conclusions through on-site inspections, expert evaluations, and other forms. For demonstration cities that pass the evaluation during the dynamic evaluation period, the Ministry of Transport, the Ministry of Public Security, and the Ministry of Commerce shall announce the retention of their titles; for demonstration cities that do not pass the dynamic evaluation, the Ministry of Transport, in conjunction with the Ministry of Public Security and the Ministry of Commerce, shall notify the provincial transportation, public security, and commerce authorities of the province where the demonstration city is located of the rectification requirements, and the provincial authorities shall urge the relevant demonstration cities to rectify within a specified time, generally not exceeding 3 months. If still not qualified after rectification, the title shall be announced as canceled, and they shall no longer enjoy the relevant ministerial policies for demonstration cities.
Chapter 6: Supplementary Provisions
Article 25: These measures shall be interpreted by the Ministry of Transport, the Ministry of Public Security, and the Ministry of Commerce.
